27 verses. Jetro, hearing of the great exodus, is coming over to visit. The chapter reveals that Moses' wife, Tsipora and their two sons were left behind with Jetro, and apparently the visit was to reunite the family although the book does not mention whether when Jetro returned home, Tsipora and the children returned with him. One would surmise that they stayed. Jetro is awe struck hearing of the fantastic miracles that transpired between Israel and Egypt, and he recognizes God as Almighty.
Jetro notices that his son in law is being exhausted by all day long serving as a judge to settle disputes among the people, and he suggests for Moses to set up a structure, a hierarchy of judges that would unload from him the smaller cases. so Moses can focus on the big ones. Moses accepts.
